The flat bottom appears to be damage, but I have seen one other example that looked the same. This was possibly an inspection / security tag that was meant to detach, this being the part with the graphics that you would want to keep.
Steel construction. Slightly convex. Showing signs of wear and handling consistent with its age. Has light scratching / color loss. Please view the photos closely to assess condition.
